The much-anticipated Kota Bharu Integrated Bus Station Terminal, known locally as KB Sentral, is experiencing construction headwinds after critical soil preparation work fell three weeks behind its original timeline. State Public Works, Infrastructure, Water and Rural Development Committee chairman Datuk Dr Izani Husin revealed during the Kelantan State Legislative Assembly session that the project currently stands at 40.07 per cent completion, falling short of the planned 47.26 per cent progress target. The discrepancy underscores the mounting challenges facing this regional infrastructure initiative, which has already undergone significant restructuring in recent years.
The primary culprit behind the delay is an unrelenting pattern of evening and nighttime downpours that have saturated the construction site, creating pooled water that obstructs ground preparation activities. Tropical monsoon patterns affecting the East Coast have intensified recently, and the Kota Bharu area has borne the brunt of this weather phenomenon. For a project requiring meticulous soil stabilisation, such waterlogging presents genuine technical obstacles that cannot be simply overcome through accelerated labour or equipment deployment. Engineers must await drier conditions before proceeding with subsequent treatment phases, making weather an unavoidable constraint in tropical construction environments.
Compounding the rainfall challenges is a setback in the installation of prefabricated vertical drains, or PVD systems, which are engineered specifically to expedite the drying of waterlogged construction soil. These vertical drainage conduits function by channelling moisture through the soil matrix far more rapidly than natural percolation would allow, thereby reducing the construction timeline significantly. The delayed procurement or deployment of PVD infrastructure has meant that the site remains vulnerable to moisture accumulation, creating a cascading effect that pushes back the entire soil treatment schedule. This technological dependency highlights how modern construction projects are susceptible to supply chain and logistics complications, particularly in regions with less developed manufacturing or specialised equipment sectors.
Despite the current setback, Datuk Dr Izani expressed confidence that soil treatment work remains achievable by May 17, 2027, the contractual deadline. This timeline still permits terminal building construction to commence in June 2027, maintaining the broader project roadmap. The distinction between soil treatment completion and actual building erection is crucial: soil stabilisation is a prerequisite foundation phase, and no structural work can safely proceed without it. Kelantan's government has staked considerable political capital on KB Sentral as a symbol of regional development and improved transport connectivity, making schedule adherence a matter of public accountability.
The project's governance structure underwent significant transformation when the Kelantan state government decided to assume direct control from Perak Transit, a private operator with whom negotiations had stalled. Kelantan Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan cited time pressures as a driving factor in this management shift, suggesting that the state government believed it could exercise tighter oversight and enforce stricter deadlines. This takeover reflected growing impatience with the private sector's progress and a determination to move the initiative forward under public sector stewardship. However, the current delays demonstrate that government control does not automatically insulate projects from external disruptions such as adverse weather.
For Kelantan, a state historically underserved by modern transport infrastructure compared to the Klang Valley and Penang, KB Sentral represents a transformative investment. The integrated bus station will consolidate fragmented long-distance and intercity bus services that currently operate from scattered terminals across Kota Bharu, improving passenger convenience and reducing urban congestion. From an economic development perspective, the station will serve as a mobility hub anchoring broader urban revitalisation efforts in Kelantan's state capital, potentially attracting complementary commercial and hospitality investments nearby.
The delay also carries broader implications for the East Coast transport network. Many intercity bus operators and passengers have anticipated KB Sentral as a game-changer for connectivity between Kelantan and major destinations across Peninsular Malaysia. A three-week slip in soil work, while manageable individually, may trigger downstream scheduling pressures if subsequent phases encounter their own complications. Construction projects in Southeast Asia frequently experience compounding delays, where weather disruptions in one phase create tight deadlines for subsequent phases, increasing risk and cost overruns.
