According to research conducted by the Malaysian Steel Institute, compliance expenditures could amount to RM970.7 million when the EU-CBAM becomes operational on January 1, 2026, with financial pressures intensifying annually thereafter. The Ministry of Investment, Trade and Industry has acknowledged the looming challenge while signalling that policymakers view the transition as an opportunity to reshape domestic production toward cleaner, more efficient methods that could enhance competitiveness in global markets increasingly demanding sustainable practices.

The EU-CBAM represents a paradigm shift in international trade policy, imposing a carbon cost framework based on the quantity of greenhouse gases embedded in products entering the European market. This mechanism effectively creates a price floor for carbon-intensive goods, compelling exporting nations to either reduce their emissions intensity or absorb tariff-like charges. Energy consumption typically represents the largest portion of embedded carbon in steel manufacturing, making these investments particularly strategic. By modernising furnaces, optimising process workflows, and sourcing renewable electricity, Malaysian producers can potentially lower their carbon footprint sufficiently to minimise or avoid EU-CBAM charges whilst simultaneously reducing long-term operational costs. Governments in competing nations such as Vietnam and India are pursuing similar pathways, suggesting that global steel production is undergoing structural transformation.

Financial and policy support mechanisms are being mobilised to facilitate this transition, reflecting recognition that individual firms, particularly smaller enterprises within the supply chain, may lack capital and technical capacity to implement decarbonisation independently. Malaysia argues that carbon-intensive industries in developing countries deserve differentiated treatment compared to equivalent sectors in wealthy economies, given that historical emissions responsibility is concentrated in industrialised nations. This diplomatic dimension remains uncertain, as the EU has shown limited willingness to modify its framework substantially, though bilateral discussions on technical assistance and phased implementation timelines continue.
