Prime Minister Datuk Seri Anwar Ibrahim has made a case for nuclear energy to remain on the table as Southeast Asian nations navigate the transition toward cleaner power systems. Speaking in Subang Jaya, Anwar stressed that abandoning nuclear technology entirely would be counterproductive for Asean's broader energy security objectives, which hinge on delivering electricity that is simultaneously stable, economical and dependable to growing populations and industrialising economies.
The assertion reflects growing international recognition that meeting decarbonisation targets while maintaining industrial competitiveness requires a diversified energy portfolio. Nuclear power has emerged as a contentious yet significant component in global climate discussions because it produces zero-carbon baseload electricity at scale—something intermittent renewables like solar and wind cannot reliably provide without extensive storage infrastructure. For energy-hungry developing economies, this distinction holds particular weight as they balance environmental commitments against the practical demands of powering factories, hospitals, schools and homes.
Asean comprises ten member states with vastly different energy landscapes, economic capacities and resource endowments. While some nations sit atop oil and gas reserves, others depend primarily on coal or possess exceptional renewable potential through hydroelectric and solar resources. This heterogeneity complicates any unified regional energy strategy, yet the bloc faces common pressures: rising electricity demand from 700 million people, international climate pledges requiring emissions reductions, and the imperative to avoid stranding assets in aging thermal power plants. Nuclear technology, though capital-intensive and technically demanding, offers a pathway to meet these competing objectives simultaneously.
Malaysia itself has maintained a cautious stance toward nuclear development despite possessing uranium reserves. The country has long cited concerns about waste management, public acceptance and the availability of alternative renewable sources as reasons for prioritising solar and hydroelectric development. Yet Anwar's remarks suggest a re-evaluation of that position within a regional context. If other Asean neighbours—particularly those with fewer renewable advantages—cannot feasibly transition without nuclear power, Malaysia's energy future becomes intertwined with decisions made in Indonesia, Vietnam and Thailand, where nuclear programmes are either operational or under serious consideration.
Vietnam operates two Russian-designed reactors providing roughly 15 percent of national electricity generation, while Indonesia has long pursued nuclear research and recently signed agreements for its first power reactor with Chinese technical support. Thailand has explored nuclear options, and the Philippines has inherited a controversial mothballed reactor. Meanwhile, Singapore's lack of land and resources naturally orients it toward imported energy and emerging technologies. This regional proliferation of nuclear interest suggests that dismissing the technology entirely would leave Asean out of step with global energy trends and potentially disadvantage nations developing expertise in this field.
The economic argument for nuclear inclusion gains force when examining lifecycle costs. Although initial capital investment runs into billions of ringgit per plant, nuclear facilities operate continuously for 60 to 80 years with capacity factors often exceeding 90 percent. Renewables, despite falling prices, require complementary transmission infrastructure, battery storage systems, or backup generation to ensure grid stability—expenses that frequently escape initial cost calculations. For a region aiming to industrialise while decarbonising, the total cost of ownership favours fuel-diverse systems that include nuclear components.
Public perception remains nuclear power's greatest obstacle across Asean. The Fukushima disaster of 2011 crystallised safety concerns in regional consciousness, and many Southeast Asian publics harbour scepticism about whether their nations possess the institutional capacity to operate reactors safely. This perception gap differs from technical reality: modern reactor designs incorporate passive safety features that make catastrophic meltdowns extraordinarily unlikely, yet rebuilding public trust requires sustained education and transparent governance. Anwar's willingness to articulate pro-nuclear arguments publicly may signal Malaysia's government is willing to lead that conversation.
Sustainability advocates raise valid objections about uranium mining impacts, radioactive waste storage and decommissioning liabilities. These challenges demand serious solutions, not dismissal. However, the counterargument holds equal weight: coal and natural gas extraction exact massive environmental tolls, combustion air pollution kills millions annually, and carbon emissions threaten civilisation-scale risks. Relative to available alternatives, nuclear's environmental footprint per unit of energy produced remains comparatively small. The question becomes not whether nuclear power poses risks, but how those risks compare to the certainties of continued fossil fuel dependence.
Regionally, Anwar's statement may catalyse discussion within Asean's energy forums about explicitly incorporating nuclear technology into collective transition strategies. The Association of Southeast Asian Nations has committed to ambitious renewable targets, yet those commitments coexist with equally important development aspirations. Acknowledging nuclear power's role does not require abandoning renewable investment; rather, it reflects recognition that baseload decarbonisation at continental scale requires multiple solutions deployed in configurations suited to each nation's circumstances. Malaysia could potentially benefit from this broader framing by maintaining flexibility in its own energy planning without immediately committing to domestic reactor construction.
Looking forward, the prime minister's position may influence how Malaysian policymakers engage with regional neighbours pursuing nuclear programmes. Energy security has increasingly transcended national borders, with Southeast Asian nations interconnected through power trading mechanisms and influenced by shared technology choices made by major partners. If Vietnam and Indonesia successfully integrate nuclear capacity into reliable electricity systems, Malaysia may face practical and strategic incentives to reconsider absolute opposition to the technology, even if deployment remains years away.
