Sabah is confronting a mounting crisis in its telecommunications infrastructure, with authorities documenting 1,191 disruption incidents affecting 257 sites between early 2025 and June this year. The financial toll has been substantial, with estimated losses reaching RM17.3 million. The disruptions stem from vandalism, deliberate equipment damage, and theft of critical components, according to figures provided by telecommunications service providers operating across the state.
Datuk James Ratib, Sabah's Education, Science, Technology and Innovation Minister, characterised the problem as extending far beyond simple criminal activity. Speaking at a briefing programme titled "Breaking the Chain of Telecommunication Infrastructure Vandalism: From Site to Market" in Kota Kinabalu, he framed telecom vandalism as a public interest issue that directly undermines state development priorities. The practical consequences ripple through multiple sectors of society—students lose access to online learning platforms, businesses cannot complete digital transactions, and emergency communication networks become compromised during critical incidents.
What distinguishes Ratib's analysis is his identification of the structural nature of the problem. Rather than treating each disruption as an isolated criminal incident, he emphasised that addressing vandalism requires dismantling the entire supply chain that creates economic incentive for theft. The fundamental dynamic, as he outlined, is straightforward: perpetrators continue stealing cables, batteries, metals, and other telecommunications components because a ready market exists to purchase these illegally obtained materials. Without disrupting demand on the receiving end of the supply chain, enforcement efforts targeting individual vandals will yield limited results.
The legal framework governing such offences has been substantially strengthened through amendments to Section 235 of the Communications and Multimedia Act 1998. Current penalties now include fines reaching RM500,000, imprisonment for up to five years, or both, when individuals are convicted of damaging network facilities. Despite these deterrents, incidents continue unabated, suggesting that either enforcement remains inadequate or that offenders operate with sufficient anonymity to discount the risk of prosecution.
Public cooperation represents a critical element of the strategy going forward. Ratib explicitly called upon Sabahans to report any suspicious activities observed around telecommunications towers or related facilities. The expectation is that community vigilance, combined with prompt reporting mechanisms, will increase detection rates and create genuine risk for potential offenders. However, such appeals generally achieve limited effectiveness unless accompanied by assurance that reports will be acted upon promptly and that informants face no risk of retaliation.
The state government's commitment to digital infrastructure expansion remains firm, with telecommunications development integrated into the broader Sabah Maju Jaya development aspiration. However, Ratib underscored a critical tension: the pursuit of network expansion in rural and interior areas must proceed alongside robust asset protection measures. The inefficiency of allocating resources merely to replace stolen equipment represents a fundamental drag on development objectives. Each ringgit spent on replacing damaged infrastructure is a ringgit unavailable for network expansion or quality improvement.
This fiscal reality carries particular weight in Sabah, where rural and interior connectivity lags behind peninsular standards. The state government's argument is compelling: rapid telecommunications development requires both building new capacity and preserving existing investments. When vandalism forces repeated replacement of components, the compound cost becomes prohibitive relative to the development benefits ultimately delivered to communities.
The coordination framework identifies multiple stakeholders whose involvement is deemed essential. Beyond the state government, this includes the Malaysian Communications and Multimedia Commission (MCMC), enforcement agencies, local authorities, industry service providers, and community members. Each entity possesses leverage over different aspects of the problem—from supply chain monitoring to site security, from public education to enforcement action. Breaking what Ratib termed "the chain of vandalism" requires integrated action across this multi-stakeholder ecosystem.
For Malaysia more broadly, Sabah's experience mirrors challenges emerging across other states, particularly in areas where telecommunications infrastructure remains concentrated in remote locations vulnerable to organised theft. The supply-chain approach advocated by Sabah's leadership offers a replicable model that other states and MCMC might adopt. Rather than treating telecommunications vandalism as merely a property crime issue, reconceptualising it as a development infrastructure problem opens pathways for cross-sector engagement involving local authorities, law enforcement, industry, and community organisations.
The economic dimension warrants attention from policymakers beyond Sabah. RM17.3 million in losses across a six-month period translates to an annualised figure exceeding RM34 million in a single state. Extrapolated across Malaysia's 13 states and federal territories, telecommunications vandalism likely imposes costs in the hundreds of millions of ringgit annually. These losses represent opportunity costs for connectivity expansion, particularly affecting rural communities who remain underserved by digital infrastructure.
Industry players themselves must evaluate their security protocols and asset management practices. The frequency and scale of successful thefts suggests that existing site security measures, surveillance systems, and physical perimeter protection remain inadequate. Service providers have financial incentive to improve these defences, as replacement costs ultimately flow through to operational budgets. Collaborative industry approaches to site hardening and component tracking could significantly raise barriers to successful theft.
