Selangor's state government has unveiled an ambitious plan to reimagine one of the region's most problematic environmental sites. The 80-acre Teluk Kapas landfill, which has sat dormant since 2007 in Pasir Panjang, Klang, will undergo comprehensive rehabilitation and transformation into a resource recovery facility as part of the broader Selangor Maritime Gateway development initiative. Rather than pursuing conventional cleanup methods that would carry prohibitive costs, state officials are embracing a forward-looking approach centred on circular economy principles and sustainable waste processing techniques.

According to Datuk Izham Hashim, chairman of the Selangor State Infrastructure and Agriculture Committee, the 32.3-hectare site presents significant environmental challenges that have persisted for years. The landfill contains approximately one million tonnes of accumulated solid waste deposited to depths of 15 metres, creating complex technical and financial rehabilitation hurdles. Traditional excavation and removal strategies would demand an estimated RM200 million in expenditure, making them economically unfeasible for state coffers.
