Singapore's law enforcement agencies are turning to cutting-edge technology to combat an escalating drug crisis, unveiling a hair-based scanner that can identify drug use in less than a minute without requiring invasive sampling. The device, roughly the size of a laptop mouse, clips directly onto a person's hair and uses advanced spectroscopy to analyse light wavelengths absorbed or emitted by the hair strand, transmitting results to a laptop display almost instantaneously. Authorities believe Singapore is among the first nations globally to deploy such technology operationally, marking a significant shift in how drug screening is conducted across law enforcement.
The scanner represents just one piece of Singapore's broader technological overhaul of its narcotics apparatus. Unveiled at the CNB Workplan Seminar 2026 held at the Singapore Expo on July 22, the device has been developed in-house by the Home Team Science and Technology Agency (HTX) in partnership with the Central Narcotics Bureau (CNB). Forensic scientist Ong Sheau Wei, from HTX's Forensic Centre of Expertise, explained that the spectroscopy-based approach offers a non-invasive alternative to traditional hair collection methods, potentially streamlining screening processes at ports, airports, and investigative facilities throughout the city-state.
Beyond hardware innovations, Singapore has also rolled out NarcoNet, an artificial intelligence-enabled platform jointly developed by CNB and HTX that promises to revolutionise investigative workflows. The software performs extensive analysis of suspects' mobile phones and chat logs, identifying incriminating communications, photographs, and evidence of drug transactions regardless of the language used. Previously, investigators would spend hours manually compiling statements of facts from gathered evidence; NarcoNet now generates these documents instantaneously, a capability scheduled for full deployment by late July. The automation addresses a critical bottleneck in investigations, freeing officers to focus on higher-level analytical and tactical work rather than time-consuming administrative tasks.
Implementation of technological solutions extends to the operational level as well. The Next Generation Reporting Centre, launched on July 1 at Tanglin Police Division, automates the urine procurement and processing workflow, significantly reducing direct officer contact with biological samples while improving hygiene standards and operational safety. This modernisation of the procurement process reflects a broader push across Singapore's security apparatus to minimise human error and contamination risks in drug testing protocols.
The technology rollout arrives amid mounting regional drug challenges that demand urgent attention. During the opening address at the CNB seminar, Senior Minister of State for Home Affairs Sim Ann presented sobering statistics: in 2024, approximately 331 million people aged 15 to 64 globally had consumed drugs within the preceding twelve months, representing a 34 per cent surge over the previous decade. More alarmingly, the United Nations Office on Drugs and Crime reported in June that law enforcement agencies in East and Southeast Asia seized 349 tonnes of methamphetamines during the most recent measurement period, a 48 per cent jump compared to the 236 tonnes seized in 2024. These figures underscore how the narcotics trade has intensified across the broader region, creating spillover challenges for individual nations.
Singapore itself has not been immune to these pressures. The CNB dismantled 25 distinct drug syndicates in 2025 and confiscated narcotics valued at more than $23 million, yet the underlying demand for illicit substances appears entrenched and expanding. Of the 1,188 individuals arrested for drug abuse for the first time in Singapore during 2025, half were younger than 30 years old, signalling a troubling pattern of youth engagement with narcotics. While methamphetamine remains the predominant substance of abuse, cannabis continues generating concern, with one in two newly arrested cannabis users falling below the age threshold of 30.
The demographic concentration of drug abuse among youth has prompted both law enforcement and public health officials to recalibrate prevention and intervention strategies. Sim Ann, addressing the seminar participants, emphasised that these statistics represent real individuals embedded within communities and families rather than abstract numbers. "These are not faceless numbers; they are our children, our students, our neighbours, and our friends," she stated, calling for renewed commitment to developing prevention messaging that resonates emotionally and educationally with at-risk populations.
Parental education and family-based prevention strategies have emerged as crucial complementary approaches to technological and enforcement solutions. Dr Chew Tuan Chiong, vice chairman of the National Council Against Drug Abuse, stressed that contemporary youth possess substantial knowledge about narcotics and their effects, placing responsibility on parents to engage substantively with their children on the topic. He cautioned that parents unprepared to discuss drug-related issues risk undermining prevention efforts by offering factually inaccurate information, potentially creating counterproductive outcomes that erode credibility and trust within family units.
