South Korea is pursuing an ambitious strategy to decentralise its semiconductor manufacturing capabilities by establishing a massive chip production complex in the country's southwest region, but the project faces mounting obstacles from communities unwilling to shoulder the infrastructure burden. The Honam semiconductor industrial complex, with an estimated cost exceeding 800 trillion won (approximately $540 billion), represents a cornerstone of President Lee Jae Myung's vision to distribute the economic benefits of the artificial intelligence chip boom beyond Seoul's metropolitan area, which has historically concentrated the nation's semiconductor manufacturing expertise and prosperity.
The infrastructure challenge is formidable. Four planned fabrication plants would generate power demand equivalent to 70 to 80 per cent of the entire current annual electricity consumption across the three southwestern provinces of Gwangju, North Jeolla, and South Jeolla combined, according to industry analysts. This unprecedented concentration of industrial demand in a region with historically modest energy requirements presents planners with a chicken-and-egg problem: building the facilities requires infrastructure that doesn't yet exist, but constructing that infrastructure faces entrenched local opposition rooted in previous experiences with top-down decision-making.
The government's energy ministry insists that the southwestern region already possesses excess generating capacity relative to local demand, and officials argue that situating the chip fabs there would allow much of the electricity to be generated within the region itself, theoretically reducing the need for long-distance transmission infrastructure. Energy Minister Kim Sung-whan has signalled openness to constructing new nuclear reactors and smaller modular reactors to satisfy the project's enormous appetite for baseload power. The environment ministry calculates that the semiconductor complex would require approximately 650,000 metric tons of water daily—an amount exceeding Gwangju city's entire residential water consumption. Rather than construct a new large dam, project developers plan to utilise reclaimed water and existing dam systems, with the centrepiece being the raising of Dongbok Dam to generate an additional 250,000 metric tons of supply. However, dam-residents groups have objected to what they characterise as unilateral announcement without prior consultation, with estimates suggesting between 1,500 and 1,600 households could be directly or indirectly affected by the dam-raising project.
Precedent from existing chip manufacturing clusters near Seoul provides instructive cautionary tales. Both Samsung Electronics and rival SK Hynix have encountered significant delays at their Yongin facilities due to power and water supply complications. SK Hynix's first Yongin fabrication plants, originally announced in 2019, were designed to receive 265,000 metric tons of water daily from a weir located in another jurisdiction, but organised opposition from residents at that location extended the approval process by months. Mayor Lee Sang-il of Yongin has emphasised that responsibility for managing such resistance rests with the central government rather than individual municipalities attempting piecemeal solutions.
The timeline pressure amplifies the challenge considerably. The government aims to complete the Honam complex by the end of President Lee's presidential term in 2030, providing a compressed window of approximately six years for all planning approvals, environmental assessments, infrastructure construction, and facility development. Industry experts warn that without accelerated and substantial infrastructure expansion across multiple domains simultaneously, operating the complex at full capacity within this timeframe appears unrealistic. The coordination required between energy supply, water infrastructure, transportation logistics, and environmental compliance across multiple provincial jurisdictions presents governance complexities that historical patterns suggest move considerably more slowly than political deadlines allow.
S&P Global Energy analyst Neal Won identifies the fundamental tension: concentrating enormous industrial power demand into a region with historically modest consumption levels creates infrastructure mismatches that cannot be solved through technical fixes alone. The real challenge, Won notes, centres on how to meaningfully integrate communities into decision-making processes rather than having infrastructure imposed upon them. The government's stated intention to place power transmission lines underground in densely populated areas and to coordinate closely with local authorities signals awareness of these political dimensions, yet implementation will require sustained dialogue rather than technocratic imposition.
For Malaysian and broader Southeast Asian observers, South Korea's predicament illuminates tensions inherent in pursuing rapid technological development centred on energy-intensive manufacturing. The region's own semiconductor ambitions, whether through direct manufacturing initiatives or as component suppliers, will encounter similar infrastructure and community acceptance challenges. South Korea's experience demonstrates that even wealthy, technologically advanced nations struggle to site intensive industries when affected communities possess voice and legal recourse. Smaller or less industrialised nations may find such obstacles even more formidable, suggesting that regional semiconductor strategies must incorporate community engagement and infrastructure planning from inception rather than treating these as secondary implementation concerns.
The government's parallel commitment to accelerating Samsung and SK Hynix construction in Yongin suggests recognition that the southwest hub alone cannot solve South Korea's semiconductor ambitions. Yet Yongin's own infrastructure delays demonstrate that simply attempting to expand existing clusters faces comparable obstacles. Ultimately, the Honam complex represents a test of whether central governments can manage industrial-scale development in ways that genuinely incorporate affected communities rather than merely consulting them after decisions have effectively been made. The project's success will likely depend less on technical innovation in power generation or water management than on political innovation in how development decisions are made.
