Ho Chi Minh City authorities have dismantled a significant international drug trafficking operation centred on the production and distribution of e-cigarettes laced with Etomidate, an anaesthetic substance. The crackdown, announced on Saturday, resulted in the arrest of 65 individuals, of whom 10 are foreign nationals drawn from neighbouring countries in Southeast Asia. The scale of the operation and the involvement of multiple nationalities underscores the growing challenge of cross-border synthetic drug networks that exploit the popularity of vaping products as a delivery mechanism for controlled substances.
Among those detained are four Singaporeans, four Malaysians and two Taiwanese nationals, according to the Ho Chi Minh City Police Department's Drug Crime Investigation Division. Malaysian national Hoo Jia How, aged 30, and Singaporean Melvin Tan Junjie, also 30, have been identified as the alleged masterminds orchestrating the entire operation. The involvement of leadership from two major regional nations highlights how organised drug smuggling increasingly transcends national borders, with networks drawing talent and resources from across Southeast Asia to coordinate complex distribution chains.
The investigation commenced in early July following initial detection of suspicious activity patterns consistent with drug manufacturing and trafficking operations. Police surveillance teams conducted several weeks of monitoring before executing a planned raid on a residential property located along Cống Quỳnh Street in Cầu Ông Lãnh Ward. During this initial operation, officers apprehended both alleged ringleaders and recovered 1,331 e-cigarette cartridges containing the drug mixture alongside 140 millilitres of Etomidate-infused liquid ready for distribution. The quantity of seized materials suggests an operation with considerable reach and capacity to serve multiple customer segments.
Investigative efforts subsequently expanded to identify the supply chain's upstream components. A third Singaporean national, Oh Jang Fong, was later arrested on suspicion of providing the Etomidate liquid that the network injected into e-cigarette cartridges. His apprehension represents a critical intervention point, as securing access to the precursor chemical is typically a bottleneck constraining such operations. The alleged network involved inserting the anaesthetic into e-cigarette pods and thereafter distributing these products through an intermediary layer of street-level dealers who then sold them to end consumers comprising both Vietnamese nationals and foreign visitors or residents.
The trafficking group employed commercial tactics that capitalised on the legitimate appearance of e-cigarettes while deploying misleading marketing narratives. Products were promoted using false claims that they would not register on drug screening tests and were not classified narcotics, deliberately cultivating a perception of safety and legality among potential purchasers. Such claims were particularly effective in deceiving younger consumers unfamiliar with controlled substance legislation or the physiological effects of Etomidate. This deceptive marketing strategy parallels tactics observed in other regional drug operations that exploit regulatory blind spots and consumer naivety surrounding newer consumption methods.
Following the initial arrests, police expanded enforcement actions against downstream distribution channels, ultimately identifying and dismantling two additional distribution networks operating in parallel. These coordinated raids across multiple locations brought the total apprehension tally to 65 individuals, suggesting the operation had achieved meaningful penetration into Ho Chi Minh City's drug market and had developed sufficient redundancy to maintain sales even as police investigation intensified. The serial raids also yielded a total of nearly 2,000 drug-contaminated e-cigarette cartridges and an additional 140 millilitres of Etomidate solution, demonstrating the substantial inventory accumulated for retail distribution.
